A threat or an opportunity?
The SA Council for the Built Environment Bill
The Department of Public Works has chosen to go ahead with its fast-tracking of the controversial bill that may change our professional landscape substantially.
Our previous inputs seem to have been LARGELY ignored and NO feedback was given to us.
* DPW advertised the SACBE Bill on Friday 20 June 2008.
* Deadline for inputs to the Portfolio Committee is 18 July 2008.
* Public hearings at the Portfolio Committee are scheduled for 12 and 13 August 2008.
QUESTIONS ASKED
- Will a registrar put your name on a register without following a peer review process?
- Is your professional status at risk?
- Since we are almost sure that we will lose our international status, what can be done to retain our international status?
- Who is going to take professional responsibility?
- Will indemnity insurance cover us?
- Will the Minister now be the responsible person when something goes wrong?
WHAT NOW?
SAICE has once more started mobilizing itself and its networks to make another effort to enhance the debate.
The MAIN PRINCIPLE that we have adopted is - GIVE US A CHANCE to discuss and consult properly with all interested and affected stakeholders, which obviously includes the Department of Public Works.
WHAT IS CURRENTLY BEING DONE?
Letters to ask for due attention and consultation are being delivered to the Ministers of:
a) Public Enterprises
b) Treasury
c) Labour
d) DPLG
e) Minerals and Energy
f) Environmental Affairs
g) Land Affairs
h) Water Affairs and Forestry
i) Transportation
* The SAICE President convened a discussion group consisting of the larger Voluntary Societies for Wednesday 9 July.
* The Director General of DPW has been invited to discuss the Bill with the SAICE Executive Board on Friday 11 July.
* We have contacted a number of individuals and groups who could assist with advising and with support.
* We will give written input and endeavour to arrange a hearing at the Portfolio Committee.
